Information and Resources for the Rights of Way Improvement Plan Engagement

We’re beginning an important update to our Rights of Way Improvement Plan (ROWIP) – this is the strategy that helps shape how we look after and improve Gloucestershire’s Public Rights of Way and access network. These paths, tracks, lanes, and green spaces play a vital role in how people move around, explore the countryside, stay active, and connect with our communities.
The ideas you have could help us find the priorities that matter, to improve the path network.
Our current ROWIP was published in 2011 and is now due for review. A lot has changed since then – in how people travel, the condition of the network, health and wellbeing priorities, accessibility standards, and the way we use digital tools and mapping.
To make sure the new 2027–2037 ROWIP reflects today’s needs and tomorrow’s opportunities, we want to hear from a wide range of people. Whether you walk, cycle, ride, use mobility aids, manage land, live locally, visit occasionally, or simply value access to the countryside or even if you don’t currently use public paths – your experiences matter.
This engagement will help us understand:
- How well the current network meets the needs of different users
- What barriers or issues people face, such as poor surfaces, missing links, accessibility challenges, or unclear signage
- Where you feel improvements are needed
- What would help make the network more enjoyable, inclusive, safe, and connected
- How Public Rights of Way can support wider goals like sustainable travel, community health, climate resilience, and countryside enjoyment
Your feedback will play a key part in shaping the new ROWIP. It will help us create a practical and ambitious 10‑year plan, and will guide what we focus on, how we make decisions, and where we invest our time and resources.
This is your chance to shape the future of Gloucestershire’s access network.
Thank you for taking part and sharing your views – they genuinely make a difference.
