We’re running a review of the performance and risk reporting we provide to your DLTs, CLT and FPR meetings.
Feedback from the Corporate Peer Review confirmed that we have strong performance reporting and assurance mechanisms in place. However, the review also reinforced some of our concerns around the corporate performance reporting framework.
These also resonate with CIPFA’s report on lessons learned from Local Authorities that have issued Section 114 notices. As such, we want to review arrangements to ensure that messages on performance and risk are delivered effectively and efficiently, are clear and purposeful, and that our frameworks support a performance culture where we are accountable for acting upon these.
We want to focus our efforts on the reporting that adds value, particularly in driving improvement, and helping you and Members focus on the important issues.
That’s always a difficult balance. We have a lot of information available, and in some cases we produce a significant scale of report each quarter, which generally produces good debate at DLT level, but is it a focussed discussion, and does it lead to a high support, high challenge culture?
That same information then gets collated for CLT viewing, in a bigger report, but the discussion is often less cross cutting and focussed. There are concerns that collective ownership of key issues may not be landing.
Finallythe information is assimilated for the FPR discussions with the Lead Cabinet Members. Thesehave become heavy on reports and information, making it difficult for statutory officers and lead members to know the few issues they should be focussed on. How do we target the information here so they can see all that they need, know they are getting a balanced view while also gaining assurance on key issues for the Cabinet and Scrutiny discussions to come?

We’d like to bring a discussion paper to your August Finance Performance and Risk CLT discussion, and to help us get your input, we’re asking you to consider some questions – please take part in our survey.
