Project Update: Stage 4 – TRO Implementation, Programming works, and scheme launch

Gloucestershire County Council will be making changes to parking in the Kingsholm area of Gloucester.

Parking permit areas (Zone J and Zone H), which will include Denmark Road, Oxford Road and Horton Road, will be introduced on Monday 10 July.

This will limit non-resident parking and aims to make it easier for residents to find a parking space near their home.

Following a public consultation last summer (details contained below), the council has made amendments to the plans to factor in the comments of local residents and businesses.

The Traffic Regulation Order (TRO) will be advertised on 18th May, and will see clear and consistent parking controls introduced across the area. The permit zones will be active from 8am to 7pm seven days a week.

Works will commence from 5th June and directly affected residents will be written to in the coming weeks with details about how to apply for permits, ahead of the scheme launch on the 10th July.

The new TRO will introduce yellow lines to protect driveways and junctions and address safety and access concerns. It will also provide parking bays for residents and free time-limited parking for non-residents and visitors.

Each house will be permitted two parking permits. The price for the first car will be £63.60 and the price for the second car will be £127.35 per year, with a 50% reduction for band A ‘Eco’ vehicles.

Residents, carers, businesses and hotels will be able to apply for permits, and visitor vouchers can be used for longer stays.

All hard copy documents will be on deposit to view from the 18th May at Gloucestershire County Council, Shire Hall, Westgate Street, Gloucester during its normal opening hours.

How to obtain a permit:

All parking permits are issues by MiPermit on behalf of Gloucestershire County Council. To register for a permit see webpage here or visit www.wanttopark.com/gloucestershire

To initially register for your virtual Residents Permits, you will need your Council Tax account number for verification. You will also need to supply your postcode and house number to then be able to select your property from the search field to continue registration.

The registration process will ask for your details to set up your account, and a PIN will be sent to you by email/SMS in order that you can login to your newly created account.

When logged in to the MiPermit portal, select Buy Virtual Permits from the menu, and select the Purchase Residents Permit. You can then select the type of Permit you require. Enter the vehicle registration number and the date you require the permit to start.

You will need to provide credit or debit card details to complete your purchase.

As with all virtual permits, nothing needs to be displayed in the vehicle.

To manage your Residents Permits, login to the MiPermit portal and select Residents from the main menu and select Manage Residents Permits from the sub menu.

You can enter the vehicle registration of your nominated vehicle on initial application or renewal of the permit. If you need to change your vehicle details, you can do so by logging in to the portal and selecting Manage Virtual Permits.

Information on NHS Permits will be communicated by the NHS nearer to the time.

What happens next (timeframe):

  • TRO Made and advertised (18th May)
  • Works will commence to mark out the parking bays and install the required signage (5th June)
  • Letters to residents to provide details on the permit application process and details on the parking terms and condition's (w/c 5th June)
  • Scheme Launch - The new scheme will become enforceable, managing the on-street parking controls within the zones.

Thanks for all your comments and feedback provided as part of the Formal TRO consultation for the Kingsholm parking review. The consultation period has closed, and all the feedback was used in confirming the TRO implementation outlined above. However, the online portal is still available to view the information below, and will be updated with the implementation details in due course.

Modifications (consultation closed):

All the responses to the consultation have now been carefully analysed and considered. The consultation highlighted the need for minor changes to the scheme which are set out in detail in What are the proposed modifications?.

Any additional representations must relate to the modifications only. Comments on the modifications must be received no later than 4th November 2022.

Understanding the TRO process:

The TRO process is not a vote as there is a means to modify the proposals. GCC follow best practice in making a TRO (What is a Traffic Regulation Order (TRO)? - Highways (gloucestershire.gov.uk)) Which is in line with the legislation set out in the Road Traffic Regulation Act 1984, and The Local Authorities Traffic Orders (Procedure) Regulations 1996.

Only feedback submitting during the Formal TRO consultation (which is now closed), will be used to consider if we make or modify the design to address the feedback. Information on how objections are resolved is available both online and below:

How are objections resolved?

Representations received during the advertisement period can be either in support or objection to the proposals. Objections can be overcome through:

  • Discussions with the objector so that the objection is withdrawn - may involve design modifications and re-advertising the TRO
  • Overruled if the objection is deemed as 'minor' via council's Delegated Powers and where the scheme is deemed to be in the interests of the wider community or for safety reasons.
  • Public discussion by the TRO Committee of Members who make a recommendation to the Council's Commissioning Director, who makes a final decision to proceed with, modify or abandon the TRO.


Overview:

Gloucestershire County Council (GCC) is proposing a number of improvements to parking in the Kingsholm area of Gloucester. As the highway authority, GCC is responsible for managing the highway network, including on-street parking. Effective management of on-street parking can make a significant contribution to communities by reducing congestion, whilst enabling access for residents, services and businesses.

A review of parking in this area aims to ensure that parking rules are fit for purpose and support planning and transport policies, including the Local Transport Plan.

The proposals include the extension of existing Permit Parking Zones H and J, to the north and south of London Road, as well as alterations to waiting and loading restrictions inside and outside of the newly extended permit parking zones. As part of this exercise, existing Zones L1 and L2 will be revoked and incorporated into the extended Zones H and J. We are also looking to include some minor changes to parking in Estcourt Road.
