Background

Libraries are preparing to introduce the new Open Access system, which will allow members of the public to enter and use Library buildings outside of traditional staffed opening hours. This development will provide far greater flexibility for Library users, enabling access during times that are currently unavailable—such as early mornings, evenings, and days when libraries are closed.

Once fully implemented, Open Access will ensure that each participating Library is available for 12 hours a day, 7 days a week, through a combination of staffed and unstaffed operation.


Financial Implications

The move to Open Access also forms part of the Council’s wider savings programme. As staffing levels gradually reduce through natural turnover, Open Access will enable Libraries to maintain generous opening hours while contributing to the Council’s required financial savings targets.


Change to Current Operating Model

As part of the transition, the following operational change will take effect:

The period from 17:15 to 20:00 will become Open Access hours, replacing the current staffed period between 17:00 and 18:30.


Implementation Timeline

Open Access during currently closed hours will be launched imminently.

By 16 June 2026, all affected Library locations will move to the following pattern of hours:
