What legislation is the TRO being made under?

    The waiting, loading and parking alterations are being proposed under section 1 of the Road Traffic Regulation Act 1984 (RTRA 1984) which allows GCC to take action to ‘preserve or improve the amenities of the area through which the road runs’.

    What is Zone 15?

    Gloucestershire County Council (GCC) is proposing a number of improvements to parking in the All Saints area of Cheltenham.

    The proposals include alterations to waiting and loading restrictions inside and outside of the existing Zones 4, 5, AS, and H. As part of this exercise, existing Zones 4, 5, AS and H will be revoked and incorporated into the proposed Zone 15.

    What do the existing zones look like?

    If you already have a permit for Zone 4, 5, AS or H, there will be no change and you will not be required to buy a new one. Should the proposals to extend the zone go forward, your permit will operate across the new zone.

    In order to show existing and proposed restrictions in more detail, the maps below have been split into Zone 4, Zone 5, the South East area of All Saints including Zone AS and H, and the North East Area of All Saints currently with no permit parking zones. These maps only show the existing and proposed restrictions in each area, however, these areas will combine to form the proposed Zone 15, shown in an overview map on the home page of this consultation website.

     Although a Zone 2 bay on London Road is included to be revoked, Zone 2 itself will not be revoked as the border of Zone 2 does not intrude beyond the southern pavement of London Road. The affected bay is shown on the Overview of Existing Restrictions map below.

    The new or amended waiting, loading and parking restrictions within Zone 15 are as listed below. Some roads are listed multiple times as bays along the road may have different time limits. If a road is not listed, there are no changes to the existing restrictions:

    Permit Parking Area - Zone 15 Permit Holders Only EXCEPT for in Signed Bays (Descriptions below) 8am-8pm:

    Permit Parking Areas allow valid permit or visitor voucher holders to park anywhere in the road and for any length of time. Non-permit holders are only able to park in limited waiting marked bays for specified hours shown on signs. Permit or visitor voucher holders are also allowed to park in these bays and are not limited by the time shown on signs.

    What are the amendments outside of Zone 15?

    As part of the same Traffic Regulation Order (TRO) process, we intend to address some safety and access concerns at the junction of Cleeve View Road and Bell View Close. 

    We plan to add no waiting at any time restrictions (known as double yellow lines) to the junction of these roads to maintain safety, visibility and access. 

    The restrictions outside of Zone 15 are listed below. A permit will not be required to park on Cleeve View Road or Bell View Road.

    All the responses to the formal and modifications consultations have now been carefully analysed and considered.

    A breakdown of the modifications road by road can be seen in Cheltenham All Saints - Modification Details.

    Following the feedback received during the modifications consultation period (7th November 2022 - 28th November 2022), these 19 modifications listed will be incorporated into the TRO proposals.

    Modifications (cul-de-sacs):

    From the formal consultation (4th August 2022 - 16th September 2022), the feedback appeared to show that certain cul-de-sacs wanted to be removed the Cheltenham Zone 15 proposals.

    We, therefore, wrote to all affected residents of the 9 roads in November 2022 as part of the consultation process required to modify the proposed Cheltenham Zone 15 TRO (7th - 28th November). This exercise was to gather more local feedback on whether residents wanted their roads removed or included within the final scheme proposals. 

    Over 60 responses were received to this modification consultation exercise across the relevant 9 roads. Having considered and analysed this feedback, along with the comments from the original formal public consultation, with officers and local councillors, we are now proposing to proceed with the 9 roads as follows:

    The next step is to consider all information and feedback received to the whole proposed Cheltenham Zone 15 Permit Scheme TRO, and draft a report outlining our findings. This report will include an officer recommendation on how the scheme should proceed. For a senior officer, under delegated authority, to consider the report and make a final decision on the way forward.  This will happen in the coming weeks and the report will be available for public inspection in due course.
