Project Update: Stage 4 – TRO Implementation, Programming works, and scheme launch

Gloucestershire County Council will be making changes to parking in the All Saints area of Cheltenham.

The new parking permit area (Zone 15), which will include (amongst other roads): Hewlett Road, All Saints Road and Hales Road, will be introduced on Monday 4th September.

This will limit non-resident parking and aims to make it easier for residents to find a parking space near their home.

Following a public consultation last summer (details contained below), the council has made amendments to the plans to factor in the comments of local residents and businesses.

The TRO has been advertised today 29th June, and will see clear and consistent parking controls introduced across the area. The permit zones will be active from 8am to 8pm seven days a week.

Works will commence from 17th July and directly affected residents will be written to in the coming weeks with details about how to apply for permits, ahead of the scheme launch on the 4th September.

The new TRO will introduce yellow lines to protect driveways and junctions and address safety and access concerns. It will also provide parking bays for residents and free time-limited parking for non-residents and visitors, as well as pay and display bays near the High Street.

Each house will be permitted two parking permits. The price for the first car will be £63.60 and the price for the second car will be £127.35 per year, with a 50% reduction for band A ‘Eco’ vehicles.

Residents, carers, businesses and hotels will be able to apply for permits, and visitor vouchers can be used for longer stays.

All hard copy documents will be on deposit to view from the 29th June at Gloucestershire County Council, Shire Hall, Westgate Street, Gloucester and and The Municipal Offices, Promenade, Cheltenham GL50 9SA during their normal opening hours.

All existing permits from Zones 4, 5, AS & H will continue to be active and should be renewed as normal during this period. These will then automatically transfer to Zone 15th on the 4th September.

  • Letters to residents to provide details on the permit application process and details on the parking terms and condition's (w/c 10th July)

The consultation period has closed, and all the feedback was used in confirming the TRO implementation outlined above. We have now analysed this feedback received during the modifications consultation, alongside all feedback received as part of the formal consultation, to consider how we move forward with the proposed Traffic Regulation Order (TRO).

We have now considered all information and feedback to the whole proposed Cheltenham Zone 15 Permit Scheme TRO, and have produced a TRO report outlining our findings. This report includes an officer recommendation on how the scheme should proceed. For a senior officer, under delegated authority, to consider the report and make a final decision on the way forward. This report is now available for public inspection.

Understanding the TRO process:

The TRO process is not a vote as there is a means to modify the proposals. GCC follow best practice in making a TRO (What is a Traffic Regulation Order (TRO)? - Highways (gloucestershire.gov.uk)(External link)) Which is in line with the legislation set out in the Road Traffic Regulation Act 1984, and The Local Authorities Traffic Orders (Procedure) Regulations 1996.

Only feedback submitting during the Formal TRO consultation (which is now closed), will be used to consider if we make or modify the design to address the feedback. Information on how objections are resolved is available both online(External link) and below:

How are objections resolved?

Representations received during the advertisement period can be either in support or objection to the proposals. Objections can be overcome through:

  • Discussions with the objector so that the objection is withdrawn - may involve design modifications and re-advertising the TRO
  • Overruled if the objection is deemed as 'minor' via council's Delegated Powers and where the scheme is deemed to be in the interests of the wider community or for safety reasons.
  • Public discussion by the TRO Committee of Members who make a recommendation to the Council's Executive Director, Economy Enviornment & Infastructure, who makes a final decision to proceed with, modify or abandon the TRO.

Overview:

Gloucestershire County Council (GCC) is proposing a number of improvements to parking in the All Saints area of Cheltenham. As the highway authority, GCC is responsible for managing the highway network, including on-street parking. Effective management of on-street parking can make a significant contribution to communities by reducing congestion, whilst enabling access for residents, services and businesses.

A review of parking in this area aims to ensure that parking rules are fit for purpose and support planning and transport policies, including the Local Transport Plan.

The proposals include the extension of existing Permit Parking Zones 4, 5, AS and H within the All Saints area, to the northeast including Pittville Circus Road, Hewlett road and Hales Road among others.

Residents are being invited to give their views on the alterations to parking and loading restrictions across the proposed Zone 15 area. This includes the existing permit Zones 4, 5, AS, and H, which as part of this exercise, will be revoked and incorporated into the newly proposed Zone 15. We also intend to address some safety and access concerns at the junction of Cleeve View Road and Bell View Close.

Informal Consultation:

Parking surveys carried out in 2020 showed that current parking restrictions were not being used in the most efficient way. An informal consultation was held between 31 August and 15 October 2021 to gather feedback on the idea of a permit scheme. The new proposals have been shaped by the feedback received from the community during the informal consultation.

The proposal aims to increase residents’ chances of finding a parking space in their own neighbourhood. It includes permit zones for local residents and businesses and time limits and Pay & Display for non-residents parking.

It is proposed that a small number of Pay & Display bays will be introduced along Keynshambury Road, Oxford Parade, London Road, Oxford Street in order to support the turnover of spaces used by visitors and to allow more people to access businesses in the area.

It is also proposed that a one way system is implemented on both Duke Street and St Anne’s Terrace in order to improve the flow of traffic, reduce congestion and increase safety on these roads and in the surrounding area.
