What is the Cheltenham and Gloucester Local Cycling and Walking Infrastructure Plan (LCWIP)?
The LCWIP is the Council's long-term strategic vision for the walking, wheeling and cycling network across Cheltenham, Gloucester and surrounding areas. It identifies the improvements needed to create a joined-up network and sets out a delivery plan for investment over the next 10 years.
LCWIPs form a vital part of the Government's strategy to enable more walking, wheeling and cycling. Wheeling is a term that can be used to represent those who move by wheelchair or other wheeled mobility aids.
The first version of the Cheltenham and Gloucester LCWIP was published in 2019, called the Central Severn Vale LCWIP. Since then, Gloucestershire County Council has secured investment of more than £50m into improving walking, wheeling and cycling routes, including many sections of the Cycle Spine, which will eventually connect Bishop’s Cleeve to Stroud via Cheltenham and Gloucester.
Why are we updating the LCWIP?
A lot has changed since 2019 and we want to make sure the LCWIP presents an up-to-date view on what is needed to improve the walking, wheeling and cycling network. We want to:
Check that the proposed long-term walking, wheeling and cycling network is still appropriate
Identity investment needed to address key gaps and problems in the network
Ensure as many people as possible can benefit from the new infrastructure along the Cycle Spine between Cheltenham and Gloucester, to safely make walking, wheeling and cycling journeys to local destinations, and to more easily access bus services.
The Government expects all councils to have, and update, LCWIPs to be eligible for walking, wheeling and cycling infrastructure transport funding. An updated LCWIP for Cheltenham and Gloucester will demonstrate that the Council has a current strategic plan for investment, based on technical evidence and with inputs from the public and key stakeholders.
What are the benefits of delivering the LCWIP proposals?
Supporting economic growth by providing safe alternative travel options and addressing congestion
Enabling short journeys by walking, wheeling and cycling to be safer, more convenient and accessible to all
Improve community health and wellbeing, by enabling people of all ages to be more physically active in everyday life
Creating streets that are safer, more pleasant and easier to move around by walking, wheeling and cycling
Tackling climate change and improving air quality; and
Protecting and enhancing the natural environment.
Why are we engaging now?
The purpose of this engagement is to gain feedback on:
The draft strategic walking, wheeling and cycling network
The most important improvements to make the area better for walking, wheeling and cycling
The suggested local links to connect to and from the cycle spine between Cheltenham and Gloucester
What happens next?
This represents our initial public engagement. Your feedback will shape the final LCWIP, which will be considered by councillors later in 2026 and then published. Once the LCWIP is agreed by the Council, schemes can start being developed, subject to funding.
Each proposed improvement would be subject to separate engagement and consultation on the design, to consider the most suitable solution for each area. The Council will balance the needs of all users and all forms of transport. There is no one-size-fits-all approach.
This engagement has two parts:
A survey, asking for your views on the proposed links to the Cycle Spine.
An interactive map, where you can comment on specific locations.
