About the proposals

Gloucestershire County Council are sharing proposals for the delivery of the Safer Roads and Community 20s initiative, in Tewkesbury and surrounding areas.

These proposals are being brought forward in the first tranche of proposed locations within the Safer Roads and Community 20s initiative, because they scored highly in the prioritisation exercise. This exercise considered local road safety and public health challenges. 

The Safer Roads and Community 20s proposals look to introduce more consistent speed limits across Tewkesbury and its surrounding area. The majority of urban and residential streets are proposed to become 20mph, particularly where people live, shop, travel locally, and socialise.   

At the same time, reductions to speed limits higher than 20mph are being proposed for key routes, particularly entering Tewkesbury. Together, these changes aim to reduce collision risk, improve perceptions of safety, and support more sustainable travel choices.  

In some instances, the proposals look to retain 30mph and 40mph speed limits, where these speed limits are working.

Why are lower speed limits needed in Tewkesbury and surrounding areas?   

Between January 2021 and December 2025, there were 250 road casualty incidents recorded across Tewkesbury and its surrounding area, including Northway, Wheatpieces and Ashchurch Rural. Just over a quarter of these casualties (27%) resulted in someone being killed or seriously injured, indicating that road safety remains a significant issue for the area. Overall, 73% of casualties were slight injuries, while 25% were serious injuries and 2% were fatalities.

Casualty numbers increased over the five-year period and reached a peak in 2023 before beginning to decline in 2024 and 2025. The increase was driven mainly by a rise in slight injuries, while the number of people killed or seriously injured remained relatively stable before also decreasing after 2023. This suggests that recent years have seen an overall improvement in casualty numbers, although serious collisions continue to occur.

The majority of casualties occurred on the area's main road network, with 82% taking place on major roads, highlighting these routes as the primary locations for collisions. Only 18% of casualties occurred on minor roads. A quarter of all casualties were recorded on roads with a 30mph speed limit, showing that collisions are not confined to higher-speed rural roads and continue to occur in built-up areas where people live, work and travel.

Vulnerable road users account for a significant proportion of those injured in collisions. One third (33%) of all casualties involved pedestrians, cyclists or motorcyclists. Motorcyclists represented the largest vulnerable road user group, followed by pedestrians and pedal cyclists. This highlights the importance of measures that improve safety for people travelling outside of vehicles, particularly along key routes where most collisions occur.

Overall, the data shows that while casualty numbers have fallen since their peak in 2023, collisions continue to have a significant impact across Tewkesbury and the surrounding areas. The concentration of casualties on major roads, combined with the high proportion involving vulnerable road users, suggests that better speed management through the Safer Roads and Community 20s programme could benefit the community by reducing future casualties.

Next steps  

Following initial engagement, if feedback shows broad support for the Safer Roads and Community 20s initiative within an area, we will launch a formal Traffic Order (TO) and statutory consultation process in Autumn 2026. This consultation will follow our formal TO process, which can be found on our website here.   

During this time, you will be able to submit written representations by email or letter to the addresses on the Notices of Intention and Gloucestershire County Council’s Traffic Regulation Order (TRO) webpage.  

After the TO consultation window closes, all representations made are considered by the relevant decision-maker, who will decide one of the following outcomes:  

  • Proceed as proposed 

  • Proceed with modification 

  • Do not proceed.   

Once a decision has been made, we will communicate the decision and next steps. If approved for delivery, we will look to deliver the scheme in Tewkesbury and surrounding areas in mid-2027.
