About Speed and Road Safety improvements in Stroud and Cainscross

Gloucestershire County Council are sharing proposals for the delivery of the Safer Roads and Community 20s initiative, in Stroud and Cainscross.

These proposals are being brought forward in the first tranche of proposed locations within the Safer Roads and Community 20s initiative, becausetheyscored highly in the prioritisation exercise. This exerciseconsideredlocal road safety and public health challenges.

In Stroud and Cainscross, the Safer Roads and Community 20s proposals look to introduce more consistent speed limits across both towns. The majority of urban andresidentialstreetsare proposed to become 20mph, particularly where people live, shop, travellocally,and socialise.

At the same time, reductions to higher speed limits are being proposed for key routes, particularly entering Stroud. Together, these changes aim to reduce collision risk, improveperceptionsof safety,and support more sustainable travel choices.

In some instances,the proposals look to retain 30mphand 40mph speed limits, where these speed limitsare working.

Why are lower speed limits needed in Stroud and Cainscross?

Over the past five years, a total of 121 road traffic casualties were recorded across the Stroud and Cainscross area. Of these, 22% were classified as killed or seriously injured (KSI), indicating a notable proportion of higher-severity incidents.

Casualties are predominantly occurring on higher-order routes, with 67% recorded on major roads (A and B roads). However, more than half (57%) of all casualties take place on roads with a 30mph speed limit, highlighting the continued risk within built-up areas where there is a mix of traffic and pedestrian activity.

25% of casualties took place on roads currently signposted as 20mph. These incidents were particularly common on routes where there is a drop in speeds from a higher speed to a 20mph, and in areas where there is a higher mix of pedestrians, cyclists and vehicles. By creating a more consistent speed environment, the proposals look to reduce the frequency of casualties in 20mph areas.

A significant majority of casualties involve vulnerable road users, including pedestrians, pedal cyclists and motorcyclists. These groups account for 62% of all casualties in the study area. This high proportion underlines the need for interventions that prioritise the safety of people outside of vehicles, particularly in local centres such as Stroud and Cainscross where active travel is common.

Next steps

Following initial engagement, if feedback shows broad support for the Safer Roads and Community 20s initiative within an area, we will launch a formal Traffic Order (TO) and statutory consultation process in Autumn 2026. This consultation will follow our formal TO process, which can be found on our websitehere.  

During this time, you will be able tosubmitwritten representations by email or letter to the addresses on theNoticesof IntentionandGloucestershire County Councils TRO webpage.  

After the TOconsultationwindow closes,all representations madeare considered by the relevant decision-maker, who will decide one of the following outcomes:

  • Proceedas proposed

  • Proceedwith modification

  • Do notproceed.  

Once a decision has been made, we will communicate the decision and next steps. If approved for delivery, we will look to deliver the scheme in Stroud and Cainscross in mid-2027.
